Why don't people visit theri elderly parents that are in retirments homes?

My step dad died so we had to put my mom in a retirement home. She can't stay by herself, she falls sometime, forgetfull and doesn't remember to take her medicines? I am her daughter and the only one that comes to see her. Why don't other people come to visit , family members.
