A character who behaves like this could be considered a mary-sue ?

Young, female, in command. Definately Mary Sue. The WHOLE POINT of calling it Mary Sue fan fiction is that the teen/young author makes the character be 'them' and solves all the problems in the universe yet has no solid background in anything to be doing what they're doing in the book. They're 'special' and the whole world in the story revolves around them.
