Why do people use services and are reluctant to pay for them?

My supposedly wonderful elderly retired corporation teacher mother of 85 years old and is so full of advice to everyone refuses to pay the cable tv man when he comes to collect the 100 Rs monthly? Why does she do that? She watches all the cable tv channels - movies and sun tv serials without fail. Why does she dodge the payment when it is due? Is this not cheating and dishonesty? She is willing to spend any amount of money to buy goodies and pays them immediately when they bring snacks to the door..?
