How do I open a no kill animal shelter?

I would like to open a shelter in Ohio. I am saving for the next 3 years to get started and have been researching but can't find many specific details about how to do it. Most information I am finding is telling me how overwhelming it is and I'm starting to feel that way. Can anyone help me by just giving facts on how to go about actually doing it like laws to be followed or how you did it?
