If I'm caught driving with a suspended license becuz of a FTA for a fix-it ticket?

in California, will te officer just give me a ticket for driving w/o a license since it's only suspended cuz of a little fix it ticket instead of arresting me and impounding my car? I mean if my license was suspended cuz I killed someone then sure arrest me but for a fix-it ticket?
