An idea to be more humane to stray animals?

Instead of putting them into pounds where they will be killed, why not just turn them loose and p a new law where communities have the rights and responsibilities to feed and shelter strays.Or the humane societies could give homeless pets to families and instruct them to care for them. Any refusal would have to be dealt with, of course. It's better than letting those poor creatures to die.
