Why does Russia always seem to support dictators?

Why does Russia always seem to support corrupt governments and dictators such as Qaddafi in Libya and President Bashar al-Assad in Syria? I'm not talking about behind the scenes or anything, I mean openly and while they are killing civilians. An example of this would be Russia saying they would use their veto power in the UN if it tried to condemn Syria for killing civilians during the uprising.
